Government   /  Performance – Based Specifications for Integrated Design – Build – Initial Outfitting Contracts

The Air Force Medical Support Agency/Health Facilities Division (AFMSA/HFD) utilizes the Integrated Design-Build-Initial Outfitting (iDBIO) project delivery method to execute its health facility construction, restoration, modernization and outfitting program(s). AFMSA/HFD and the US Army Corps of Engineers (USACE), Little Rock District, utilized the services of the Altus Team to develop 52 standardized performance-based specifications for use on its iDBIO contracts.
IDBIO execution is when a single contractor utilizes integrated project delivery (IPD) methods to provide design, construction, outfitting services/commodities, and transition/move support to operate a new or newly renovated health facility. The IDBIO program subscribes to UFC 1-300-07a Design-Build Technical Requirements, where the Government’s technical requirements are described in terms of performance and level of quality of the materials and systems.
